The €0 tuition map — every public university in Germany ranked by international intake

Germany's public universities charge no tuition — even for internationals. Here's where the seats actually are, and how to win one.

This is a structured EHEC Insights article. The framework below renders whatever a post contains — rich paragraphs, headings, lists, tables, callouts, and FAQs — so editors can publish mixed content without breaking the layout.

What this means in practice

Where rules vary by university or change year to year, we flag it — and keep these pieces updated as policies shift. Below is a quick comparison of the kind of data these posts often carry.

The steps we'd take

  • Shortlist six to ten universities from real placement data.
  • Prepare SOPs, LORs and CVs reviewed sentence by sentence.
  • Submit and negotiate scholarships directly with admissions desks.
  • Handle the visa end-to-end, through to arrival.
No student should give up on their dream because of an entrance exam, where they come from, or their financial situation.

Deadlines move every cycle. Always confirm the current intake dates with your counsellor before you build your timeline.

Frequently asked questions

Is university really free in Germany for international students?

Yes. Public universities in Germany charge no tuition fees for international students at the undergraduate and most master's levels — you pay only a semester contribution of roughly €150–350, which usually includes a public-transport pass. The single exception is the state of Baden-Württemberg, which charges non-EU students about €1,500 per semester.

How much money do I need to study in Germany?

Beyond the small semester fee, you must prove you can cover living costs — currently about €11,904 per year, held in a blocked account (Sperrkonto) for the student visa. Monthly living costs run roughly €850–1,200 depending on the city, with Munich the most expensive and smaller university towns the cheapest.

When should I apply to German universities for 2026?

For the main September (winter) intake, apply six to nine months ahead — most deadlines fall between May and July 2026, and competitive or English-taught programmes close earlier. The smaller April (summer) intake has deadlines around December to January.

Do I need to speak German to study in Germany?

Not for English-taught programmes, of which Germany offers over a thousand at master's level. German-taught degrees require a TestDaF or DSH certificate. Even in English programmes, basic German (A1–B1) significantly improves daily life and part-time job prospects.
